Road Treatments
Preventative Maintenance (PM)
Crack Seal

Overband Crack Filling | Clean crack with compressed air and fill with rubberized crack fill material. |
Rout and Crack Filling | Router the existing cracks, clean crack with compressed air, and fill with rubberized crack fill material. |
Surface Seal
Chip Seal-Single | Clean crack with compressed air and fill with rubberized crack fill material. |
Chip Seal-Double | Router the existing cracks, clean crack with compressed air, and fill with rubberized crack fill material. |
Chip Seal – Fiber Reinforced | Apply a single coat of asphalt emulsion, interlaid with oriented fiberglass strands, and cover with a stone chip friction course. |
Rubber Tire Chip Seal | Chip seal using rubber tire additive material |
Fog Seal | Apply asphalt emulsion to existing pavement |
Micro Surface | Single course application, approximately ½”; Emulsion, cement, and stone |
Concrete Joint Resealing w/ Minor Spall Repair | Reseal concrete joints and repair a minor amount of spalling |
Overlay
HMA Ultra-Thin Overlay (3/4″) | Clean crack with compressed air and fill with rubberized crack fill material. |
HMA Overlay (<1.5”) | Router the existing cracks, clean crack with compressed air, and fill with rubberized crack fill material. |
HMA Overlay on single chip seal (<1.5”); “Texas Underseal” | Apply a single coat of asphalt emulsion to existing pavement and cover with stone chip. Pave with HMA and construct new shoulders and wedge driveways. |
Cold Mill and Fill (<1.5”) | Cold-Mill existing pavement and repave with new HMA pavement. Minimal or no approach wedging or shoulders |
Rehabilitation and Resurface (3R) Treatments
Resurface
HMA Ultra-Thin Overlay (HMA Overlay > 3” (2 Course) | Tack existing pavement, pave with HMA, and construct new shoulders, wedge driveways, and pave intersection approaches. |
Cold-Mill and HMA Overlay > 3” | Cold-Mill existing pavement and repave with new HMA pavement, minimal or no approach wedging or shoulders. |
Rehabilitate
Pulverize and repave w/ HMA | Tack existing pavement, pave with HMA, and construct new shoulders, wedge driveways, and pave intersection approaches. |
Pulverize and stabilize ex. aggregate base and repave w/ HMA | Cold-Mill existing pavement and repave with new HMA pavement, minimal or no approach wedging or shoulders. |
Cold In-Place Recycle (CIPR) and repave w/ HMA | Recycle existing HMA pavement in place on site. Recycling “train” includes, pulverization, emulsion additive and reinstalled with a paver. Final product requires a surface seal of HMA paving. County uses either a single course 2″ or double course >=3″ depending on pavement structural needs. |
Cold-Mill and Detail 8 and HMA Overlay > 3” | Cold-Mill existing pavement and perform Detail 8 joint repairs. Repave with HMA pavement. |
Diamond Grinding | Grind concrete surface using diamond saw blades to remove irregularities. |
Partial Depth Repairs | Remove and replace the top half of a slab of concrete. |
Full Depth Repairs | Remove and replace the entire depth of a slab of concrete. |
Reconstruction (4R) Treatments
Reconstruction
Existing pavement removal and Full HMA pavement reconstruction with paved shoulder (varies in width) | This includes full reconstruction of failed pavement sections, full removal and replacement of sand subbase, aggregate base, and HMA surface course. Varies in total thickness from 21” to 33.” This includes 6” socked under drain to provide base drainage. |
Existing pavement removal and Full HMA pavement reconstruction with concrete curb and gutter | This includes full reconstruction of failed pavement sections, full removal and replacement of sand subbase, aggregate base, and HMA surface course. Varies in total thickness from 21” to 40.” This includes 6” socked under drain to provide base drainage. |
Existing pavement removal and Full Concrete pavement reconstruction | Uncommon in Bay County. Wilder, Pine, and Youngs Ditch Road are the only roadways constructed of concrete pavement. |
